She's from Suikoden 1. The Commander is Joshua (he's got a Dragon Rune on his forehead that allows Dragons to exist in the Suiko world)
She has a red (crimson red if I'm not mistaken) dragon named Thrash (it can breathe out ice ....too bad you only use him for transportation to Seek Valley...)
I'm having a feeling that she'll appear in Suiko III....she might not
